FOR COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FUNDS
In accordance with the federal regulations at 24 CFR Part 91, the City of Staunton has prepared an Annual Action Plan (AAP) for the U.S. Department of Housing and Urban Development (HUD) Community Development and Planning Programs. This document is a requirement for direct financial assistance under certain HUD funding programs including the Community Development Block Grant (CDBG) program. The AAP covers Fiscal Year 2025 beginning October 1, 2025 through September 30, 2026. The City of Staunton anticipates receiving $317,797 in CDBG funds for the program year beginning on October 1, 2025.
Copies of the document are available for public inspection and review for a thirty-day period beginning June 24, 2025 on the City’s website at and at the following locations:

- Staunton Redevelopment and Housing Authority; 900 Elizabeth Miller Gardens; Staunton, VA 24401
The FY 2025 Annual Action Plan contains the following major components:
- Identification of federal and non-federal resources reasonably expected to be made available during the program year to undertake activities.
- A list of activities to be undertaken during the FY 2025 program year to address community development and housing needs established in the City’s Five-Year Consolidated Plan for FY 2024-2028. The City intends to fund such projects as Program Administration, Public Services, Public Infrastructure, and Housing.
- Identification of homeless and special needs activities to be undertaken during the 2025 annual program period to address identified needs within the City.
The City is also proposing an amendment to the FY 2024 – 2028 Consolidated Plan (CP) and FY2024 Annual Action Plan. Details regarding this amendment may be viewed by the public at the locations identified above between June 24, 2025 and July 24, 2025.
The City will hold a public hearing on June 24, 2025 at 11:00 A.M., in Council Chambers 116 W Beverley St, Staunton, VA 24401 to solicit citizen comments on the 2025 Annual Action Plan, and the proposed amendment to the FY 2024 – 2028 Consolidated Plan (CP) and FY2024 Annual Action Plan. The City will make reasonable accommodations and services necessary for sensory-impaired and disabled citizens at the public meeting. Additionally, translation services may be offered upon request and availability. The City intends to submit the 2025 Annual Action Plan document to HUD on or before August 15, 2025. All comments received by July 24, 2025, will be considered and appended to the document.
